Can anyone explain why Custom Playbooks are not available in Franchise Mode? It's crazy, and such an obvious flaw, there must be a reason for it. But what on earth could it be?

you can change the coach scheme playbooks to the base team one you used to create your custom one, that enables formation subs on ones present in the base only, but better than nothing. It doesn’t show up in the available playbooks before the game. I created it after I started a franchise if that makes a difference?
