they added a new menu point that changes it... i guess it is called 'control full roster' or something like that. you can find it at the league settings and just turn it off... then you'll be back at how it was.

As some explained in this thread reporting the issue, it appears to be rooted in a Gameday Goal boosting your player's speed above 100 , which causes it to reset to 0 before continuing to increase, leaving players with a speed rating as low as 30 or even 10.
Can you start the second half of the franchise in Franchise Mode?
